Abstract

Public housing production has largely been approached from sectoral perspectives that dissociate dimensions such as morphology, energy performance, and social dynamics, hindering a comprehensive understanding of the processes that determine the success or failure of housing projects. This paper proposes an integrated analytical strategy for evaluating the impact of state-managed housing policy in the city of Rosario, Argentina, incorporating property ownership—both individual and collective—as a structuring variable. It argues that local housing policy is not neutral in its impact on well-being, but rather generates differential effects on social integration through the interplay between design decisions, institutional mechanisms, and property frameworks.
