Abstract

To incorporate a community-based perspective into social policies, a strategic and methodological framework is presented, together with five inspiring case studies from Barcelona. The discussion identifies several tensions: between building and facilitating, between institutional initiative and social autonomy, between consensus and conflict, and between individualized attention and collective response, which are present in that institutional implementation
